ABCI analytical perspective. Milestones and structural directions below are research propositions, not official forecasts or commitments.
Why It Matters
Education contributes to development when learning becomes useful capability. The research lens connects schooling, skills, employment, productivity and innovation, while recognizing that access and learning outcomes are different measures.
Where Iraq Stands
Final results of the 2024 census, published in 2025, place 60.4% of the population in the 15–64 age group. The World Bank reports an HCI of 0.41 and, in its 2024 education reporting, a Ministry of Education estimate of about 10,000 additional school buildings needed. HCI measures expected productivity relative to full health and education, not attainment.
The Structural Gap
Demographic potential and school infrastructure do not by themselves establish workforce readiness. Analysis must connect learning quality, teacher capability and relevant training with demand for skills and pathways into work.
What Needs to Change
Assess teaching quality, usable school capacity, technical and vocational pathways, employer engagement and credible skill assessment. Investment choices should make both access and learning outcomes visible.
2030 Milestone
By 2030, test whether selected education and training pathways demonstrate stronger learning and transitions into productive work. Track facility delivery separately from education quality.
Proposed measurement protocol
- Measure and definition
- Learning completion, assessed skills and employment at 6 and 12 months for a defined graduate or training cohort.
- Collection and comparison
- Define programme, institutions, completion criteria and employment status; follow the same cohort with recorded response rates and comparable assessments.
- Current limits
- No tracked cohort is available here. Census age structure is a 2024 baseline; HCI’s observation year remains unresolved in the linked document and is not a 2026 measurement.
2035 Direction
The direction is a human-capital system that links education with employability, productivity and innovation. The framework does not invent a future HCI value or a guaranteed employment result.
